EL Reclassification criterion 2 (Teacher evaluation of EL progress) is to be standardized in the coming year. Here is your team’s chance to get familiar with the process early. The Observation Protocol for Teachers of English Learners (OPTEL) is a formative assessment observation tool to be used in the classroom to evaluate students’ oral and written language production to inform criterion 2 of reclassification. The OPTEL expected to be completed and rolled out in 2020.

The California Department of Education and West Ed are looking for teachers to volunteer to participate in a pilot study of a new instrument to standardize criterion 2 of the reclassification criteria. They seek to collect teacher ratings about English learner (EL) students’ language use in the classroom as they engage in academic content learning. Pairs of teachers will collect ratings on four EL students between August 12 and September 4. Teachers with a variety of expertise (including content area teachers, special education teachers, new teachers, and teachers who are not familiar with 2012 California’s English Language Development Standards) are needed to pilot. CDE and West Ed will be collecting ratings on EL students at all levels of English language proficiency, including EL students who have Individualized Education Programs and Section 504 plans.
